Windows Blue, Cheap Microsoft Operating System? ?

As quoted from detikcom, Microsoft seems to undermine the image that seemed expensive proprietary OS. Even Microsoft plans to offer a free upgrade for users of Windows Blue's.
Another source quoted by The Verge informed this would affect the application developer. In addition to developing Windows 8 applications, developers will be asked to create Windows applications Blue.
